Concern involving User:MusikBot II/TemplateProtector

I recently created {{RM created}}, and it was quickly semi-protected by MusikBot II for having over 400 transclusions, which I thought was odd, because it had only ever been used by me. I then saw the problem: I had added it to {{Done/See also}}, which itself has over 400 transclusions. This led me to a concern—does this mean that any autoconfirmed editor can semi-protect any template (or worse, any page) by transcluding it onto that documentation page? I think this might be a little too WP:BEANS-y to discuss here. If people insist I elaborate publicly, I will, but I think I'd prefer an oath of silence – especially here on this talk page which I believe is still frequented by long-term abusers.
