according to Wikipedia:Notability (geographic features), "Populated, legally recognized places are typically presumed to be notable, even if their population is very low." put I understand your concern as also in general, a red link should remain in an article if there is a reasonable expectation that the article in question will eventually be created (per WP:Redlink). Her tenure saw Bolivia become the country with one of the highest pension coverages in the region, I wonder if you can rephrase this to "According to Marcelo Justoto, a XX at XX, her tenure saw Bolivia become the country with one of the highest pension coverages in the region" just to void encroaching on Wikipedia:Wikivoice. Also I did a spot check and the refs does not state that
