From the non-paywall lede I suspect that it is Kemi Badenoch. But for NPOV it should be clear that this is a claimed benefit rather than a settle matter of fact. Are you able to provide a source for where you found the Brunei notification document, please? I think both @StevoLaker and me would prefer if this document were on an official website.
