The Indian Enterprise Development Service (IEDS) is one of the Civil Services of India. IEDS is under the Ministry of Micro, Small and Medium Enterprises (MoMSME). The creation of the service was approved in 2016[1], with the initial constitution of the service happening through the promotion of existing officers of Ministry of MSME. The service has been created by absorbing officers of the MoMSME from multiple trades, recruitment to which had been done differently following different rules. The multiple trades were created in the 1950s and 1960s when there was prevalence of a regulation regime. Therefore, a need was felt for a cadre to work towards development of enterprises in the country.[2]
An official communication stated that[3]:
The creation of the new cadre and change in structure will not only strengthen the organization but will also help to achieve the vision of “Startup India”, “Stand-up India” and “Make in India”. The measure will enhance the capacity and efficiency of the organization and also help in achieving growth in MSME sector through a focussed and dedicated cadre of technical officers.
A notification in The Gazette of India, published as the Indian Enterprise Development Service Rules, 2019[4] on 31st July, 2019, gave the details of the initial constitution, future maintenance, probation, seniority and other rules of the IEDS. The officers appointed to the Service are liable to serve anywhere in India or outside.
Initial Constitution of Service
[edit]Under the provisions of the Sixth Schedule as given in the Indian Enterprise Development Service Rules, 2019[4], all existing departmental candidates occupying Group ‘A’ and Group ‘B’ positions across various grades on a regular basis, or holding lien on such duty posts as of the commencement date of the relevant rules, are to be considered as appointed to the corresponding duty posts and grades of service. This appointment may be in a substantive or officiating capacity, depending on the circumstances of each candidate’s position.

Note : There shall be 100 % direct recruitment to the feeder grade of Assistant Director Grade II (Level - 7) after the entire incumbent Investigator (Level - 6) are promoted to the feeder grade of Assistant Director Grade II (Level - 7). |

Future Recruitment
[edit]Future direct recruitment in the Junior Time Scale (Assistant Director Grade I) and Feeder Grade (Assistant Director Grade II) of the Indian Enterprise Development Service will be done under rules giving in the Fourth and Fifth Schedule of Indian Enterprise Development Service Rules, 2019[4].
