@EnzoTC Hello, I noticed this project and came to the conclusion that I should inform you that according to Act No. 369/1990 Coll. on Municipal Organisation, Section 1b of the Slovak Act:


“The municipality has the right to its own symbols. A municipality that has its own symbols is obliged to use them in the exercise of self-government. The symbols of a municipality are the municipal coat of arms, the municipal flag, the municipal seal, and possibly the municipal jingle. Legal entities established or founded by the municipality, other legal entities and natural persons may use the symbols of the municipality only with the consent of the municipality. (approximate English text)


The symbols are therefore outside the scope of copyright (by another Act), but free use is not possible here. For this reason, we usually do not use Slovak heraldry on Slovak Wikipedia (and if we do, we have to get permission from the municipality, or we use only cropped photos of symbols on public places). This also applies to flags.

I am not sure if this is relevant to Wikimedia Commons, as it is based outside Slovakia, but I think this note is important.
