Artists' copyright violation. The case of this photo and the second photo below showing Arko-Rikit arches of Lucban boils down to two things:

  1. English Wikipedia does not accept full resolutions of copyrighted public art, per WP:Freedom of panorama, enwiki only follows US laws which means US architectural FOP applies for unfree architectural works. But the photos do not show architectural art and only show décorative artworks which are not buildings. These can be saved as very low-resolution WP:Fair use images but as of now there is no article that discusses the arches themselves. Using these in articles like Lucban fails WP:Non-free content#Acceptable use. Applying WP:Non-free content#Unacceptable use, case 9 for images in the case of these décorative artworks: "Similarly, a photo of a copyrighted décorative arch (assuming there is no freedom of panorama in the country where the artwork was when the photo was taken) can only be used to discuss the décorative arch itself, not the subject of it." If we will save these by turning them into low-quality fair use images, then it is useless as these will be automatically deleted 7 days after being converted into fair use images as orphaned or unused fair use images.
  2. There is no freedom of panorama for free exploitations of copyrighted public space objects in the Philippines. But even if the pending FOP amendments in the Philippine legislature become passed as part of the revised R.A. 8293, these photos probably cannot be eligible because the arches are probably not permanent: these were made for the occasion of annual Pahiyas Festival every May, and are likely removed after the festivities. The FOP wording found in pending bills here, here, and here, "The copyright in a work that is situated, otherwise than temporarily, in a public place, or in premises open to the public, is not infringed by the making of a painting, drawing, engraving, or photograph of the work, or by the inclusion of the work in a cinematograph film or in a television broadcast." Temporary works, like these Arko-Rikit arches, are probably not covered by the pending FOP legal right.

If retaining these images is warranted, then a commercial license clearance from the representative of the artists is needed, preferably via email to Wikimedia Foundation via c:COM:VRTS correspondence, stating that their Arko-Rikit arches are being released into public domain where everyone can exploit their artworks freely, without the need to pay remuneration to them. The file is a 2006 comic adaption of Kani Kōsen, a novel created by Japanese writer Takiji Kobayashi (died 1933) in 1929. Per c:COM:Japan, the work had entered Japanese public domain in 1983, and its status is not affected by the latter copyright extension. It's therefore also in American public domain, as it was already in Japanese public domain in 1996.

As a result, we clearly have a free equivalent of the work, that is, the original version of the novel. WP:NFCC#1 is clearly violated, and the file should therefore be deleted. 廣九直通車 (talk) 02:14, 8 June 2023 (UTC)[reply]

Appears to be a screenshot of Apple's weather app, in which case I think (?) that it is copyrighted. I know that information is not necessarily copyrighted, but if I'm not mistaken, Apple would hold the copyright of this image because it was generated by their software. The file is a scroll created by Matthew Bellwood and Alison Andew that depicts the history of Seacroft, a British village. As they are backed by an organization that provides contactable email address, it is entirely possible to ask for their permission (and verify its constituent images, etc.) and make it a free content. Even if we disregard this, it's also clear that the scroll has little contextual significance: it can be safely be replaced by a rephrased timeline plus a source. The file's omission would not be detrimental to article understanding.

The file therefore violates WP:NFCC#1 and WP:NFCC#8, and therefore should be deleted. 廣九直通車 (talk) 09:25, 8 June 2023 (UTC)[reply]

Here is the text of the Email from author Matthew Bellwood, referring to co-author Alison Andrews.
"I've spoken to my colleague Alison (cc'd in here) and we're both very happy for the scroll to remain on the page. As you say, the image is clearly footnoted, so it should be easy enough for people to find their way to our website, which has a downloadable PDF version available. All the material on the scroll has been included with permission and citations given for copyrighted photographs. Also, all the quotes are properly referenced and are taken from books that are available from Leeds Library and Information Services, so there shouldn't be any issues there either."
