I am nominating this video/sound as it demonstrates the usage of a national anthem for commemorative purposes (note the 21-gun salute). The video/sound is used at National_Anthem_of_Russia#Modern_adoption and comes from the Presidential Press and Information Office and is licenced under CC-BY-3.0. A performance of the singing of the national anthem is found at File:Russian national anthem at Medvedev inauguration 2008.ogg and is already a featured sound.
