Waves of Change

Waves of Change is a nonprofit organization established in 2019 in Biarritz, Southwest France, to address the environmental challenges of coastal cities by bringing together:

  • Environmental and societal issues.
  • Marine and terrestrial topics.
  • Innovation & Preservation.
  • Local and international territories and ecosystems.
  • Startups, impact investors, companies, coastal local authorities,[1] academics, research centers and NGOs.

The annual Waves of Change Forum[2][3][4] in Biarritz, France, brings together stakeholders from 5 continents.

Recent activity

The 2024 Waves of Change Forum was held in Biarritz from the 3-5th of June. The forum partnered with EcoLab, a public organization acting as the French Ministry of Ecological Transition's open innovation arm. The event attracted 285 qualified attendees.

French coastal cities, municipalities and ports such as Biarritz, Bidart, Le Havre-Rouen-Paris (HAROPA), Paris Terminal, Bayonne, St-Brieuc, and Bordeaux, along with international cities and ports like Yoff (Senegal), Pondicherry (India), NY & NJ Port Authority (USA) and Biarritz's sister city of Cascais (Portugal), were all present at the forum. These cities and ports shared their local environmental challenges and issues, seeking collaborative solutions and expertise from other participants.

Waves of Change activities since 2019 have been built around three pillars:

  • SHARE — connecting, pooling knowledge/resources, and creating a foundation of trust to develop and leverage synergies between members.
  • VALUE — promoting and developing collaborative human capital through the engagement of new generations of talent, in particular via the Waves Talent Program.
  • CREATE — co-creation of dedicated tools, thematic communities of interest and taskforces, as well as collaborative proofs of concept to address concrete challenges faced by coalition member coastal cities via the Tideline Startup Challenge and Tideline Label with Bpifrance.

The Waves of Change approach is collective, collaborative, multidisciplinary, and cross-industrial. It can be applied to any challenge related to sustainability, resilience and environmental transition.
