Please read the instructions at Wikipedia:Non-free content carefully, then go to the image description page and clarify why you think the image qualifies for fair use. I have reverted your edits to Melbourne because the sister cities are for the City of Melbourne and are already mentioned there. The City of Melbourne is just one of several cities in the wider Melbourne area. You might want to argue that your table should replace the content there, but I have no view.
