- Capos don't really retire they usually stay in power until they are replaced by the admin, imprisoned or die. I don't think Tough Tony would step down to lose his rank. He has a strong crew (Corona Avenue Queens), his guys are very low key no major indictments, no reason to step down. He most likely is using his acting capo for more and staying the back ground. For Tough Tony to give up his capo rank would be losing a lot of power. That is the Genovese family (Westside) style of leadership hiding in the background.
