If you did not create this file yourself, then you will need to specify the owner of the copyright. If you obtained it from a website, then a link to the website from which it was taken, together with a restatement of that website's terms of use of its content, is usually sufficient information. However, if the copyright holder is different from the website's publisher, then their copyright should also be acknowledged.
As well as adding the source, please add a proper copyright licensing tag if the file doesn't have one already. Look to see how I changed your reference to Lincoln's collected works in the Political significance section into to a proper Harvard-style citation. An HTML link to a picture of a page of a book doesn't really substitute for a proper scholarly citation, and the citation templatesupports including the link anyway. The original artist who painted the portrait is the copyright-holder, and only he can legally release his work to the Public Domain. As you have previously uploaded this same painting as File:Georgedocherty.jpg and File:Dochertygeorge.jpg only to have it deleted twice, continued attempts to upload this image in violation of our copyright policies will result in your being blocked from editing without further warning. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. If the original copyright holder is a party unaffiliated with the website, that author should also be credited. Please add this information by editing the image description page.
