Very sorry to miss your message before, this is a really interesting idea and I think it could work well. I will need to do some more research about which UNESCO partner organisations would be best. Could you send me an email me at john.cummings ..at.. wikimedia.org.uk so I've got you email? We should have a talk once we know about our applications.
