Probably most WP-ians will correct minor errors and add passing comments on the IP alone (and occasionally because they have been logged out without noticing it). - During the windows when this IP is allowed to edit there seem to be several persons using it - several doing 'neutral, positive or tweaks' and 'one or more' being 'a problem.' "What is odd" is that this/these last have come back despite the long period of the ban. (A relatively short period and it might well be the same person trying it on again.) I am not arguing against the ban per se (and most people are probably guilty of no worse than the odd joke, 'fingers in a twist/computer fighting back', and being slightly over-enthusiastic on a particular topic.
