Gil Penalosa
[edit]Wikipedia does not have any rule that coming in second in a municipal election is grounds for an article in and of itself. Per WP:NPOL, politicians have to hold notable offices, not just run for them, to be notable as politicians. So in order for Wikipedia to justify an article about Gil Penalosa, "came in second in a mayoral election" doesn't cut it as a notability claim -- what would have to be done is improving the draft to properly demonstrate that he already had preexisting notability as an urbanist, by citing much better WP:GNG-worthy sourcing about that aspect of his life than it's currently using.
