Request reason:
The last two times the range was blocked, account creation was allowed. Not allowing account creation on a range this size is going to lead to massive collateral - MILLIONS rely on this range. When imposing such major blocks, it is generally considered appropriate to allow any account creation. Also I heard ACC has a months long backlog. There has been periods where account creation was permitted from this range, it didn't prevent the disruption, which usually means the disruptive user or users just created accounts instead causing more time wasting. These millions of people likely have other forms of internet access where they can create accounts. If you have no other means of internet access in the entire world than this physical location, ACC is the path for you.
