This is a shared IP address. However due to my negative experience with having a personal account and stalking by a Wiki admin I do not have any desire to set up a new one. Like I say there are a number of users of this IP.

The block was placed by NinjaRobotPirate, so I'll let him answer the specifics. As for why it's still blocked, think about how many people get on and off a train. It's the perfect place to vandalise Wikipedia and be pretty much unaccountable and undetectable. So, as usual, a small number of idiots have ruined it for everybody. From what I can tell, I blocked this range as a webhost. It looks like someone convinced me it wasn't a webhost, and I downgraded the block to be IP-only. I guess I could lift it and see what happens. From what I remember, a sock puppet was using this IP range, but it's been range blocked for a while now. They probably moved on, anyway.
