The block was placed by NinjaRobotPirate, so I'll let him answer the specifics. As for why it's still blocked, think about how many people get on and off a train. It's the perfect place to vandalise Wikipedia and be pretty much unaccountable and undetectable. So, as usual, a small number of idiots have ruined it for everybody. - From what I can tell, I blocked this range as a webhost. It looks like someone convinced me it wasn't a webhost, and I downgraded the block to be IP-only. I guess I could lift it and see what happens. From what I remember, a sock puppet was using this IP range, but it's been range blocked for a while now. They probably moved on, anyway.
