The RNE or Foreigner Identity Card is issued by the Brazilian Federal Police. It has equal validity to the Brazilian identity card.[1]
In order to obtain an RNE, it is necessary to provide a passport (or a national identity card from Argentina, Uruguay, Paraguay, Chile, Bolivia, Peru, Columbia or Ecuador) and notarised photocopy of the used pages in the passport; a visa and the original visa application form; two recent passport-sized photographs; and the confirmation of payment of two taxes, the first card of a foreigner, and the registration of taxes. Initial registration has to be made online to make an appointment with the Federal Police, which then has to be attended in person along with the required documentation within 30 days of entering Brazil. RNE have to be renewed within 90 days of their expiry date.[2]
According to the Ministerial Decree of 1 December 2015, the issuance of such document for refugees and asylum seekers recognised by the Brazilian Government is for free.[3]
