The Noken system is a voting system employed for elections in parts of Indonesia's Papua province.

For the 2019 Indonesian presidential election, the Noken system is employed in 12 regencies located in the highland areas.[1]

Criticism

There has been criticism over potential of abuse of the Noken system, namely for electoral fraud. In the 2013 gubernatorial elections, for example, some regencies employing the Noken system recorded 100 percent turnouts, in contrast to around 60 percent for areas using normal voting procedures. Tensions and incidents of violence have risen from disputes associated to or caused by Noken.[2]

Following the 2009 regency election of Yahukimo Regency, a lawsuit was filed in the Constitutional Court, challenging the voting system. The court's decision confirmed the validity of the Noken system and its use in elections.[1]
