Silly-o-meter is a summary of the current level of sillyness in a proposed Wikipedia policy and of things that are likely to exert a noticeable effect on over-all sillyness.
The current Silly-o-meter will be indicated by an image followed by an explanation by the user who set it to that of why it's at that level.
Of course the Silly-o-meter is very silly and is automatically rated level four (not suggesting this is very very very funny, just incredibly silly).
Sillyness levels

Silly-o-meter 1: Overwhelming level of sillyness. Database lock recommended.

Silly-o-meter 4: Policy or article is mostly silly, something might make sense.

Silly-o-meter 5: Some one thing about this policy or article is very silly, might be repaired.

Silly-o-meter 0/Nothing/Unknown: No or unknown sillyness level, most likely the server is down.
