Establishment
India Semiconductor Mission (ISM) was established in December 2021 by the Government of India for the development of a Semiconductor and Display Manufacturing Ecosystem in the country.
Overview
India Semiconductor Mission is a specialized and independent business division under the Digital India Corporation. The mission seeks to position India as a significant player in the global electronics manufacturing and design landscape. ISM works in collaboration with government agencies, industry representatives, and academic institutions to implement programs aimed at fostering growth in the semiconductor and display industries. The initiative is guided by experts in the field to ensure a cohesive and efficient approach to achieving its objectives.
Vision
The vision of ISM is to build a vibrant semiconductor and display design and innovation ecosystem to enable India’s emergence as a global hub for electronics manufacturing and design in a more structured, focused, and comprehensive manner through various mechanisms.
Objectives
- Strategy: Formulating long-term strategies for the development of semiconductor manufacturing facilities and a robust design ecosystem.
- Supply Chain: Facilitating the establishment of a secure and reliable supply chain for semiconductors and displays, including raw materials, specialty chemicals, and manufacturing equipment.
- Design & Start-up: Providing support in the form of Electronic Design Automation (EDA) tools, foundry services and other suitable mechanisms for early-stage start-ups.
- Intellectual Property: Encouraging the creation of indigenous IP and supporting the transfer of technologies.
- Partnerships: Enabling collaborations with domestic and international agencies, industries, and academic institutions for research, commercialization, and skill development.

Semicon India Programme
In 2021, the Union Cabinet approved the Semicon India Programme, allocating ₹76,000 crores to develop a sustainable semiconductor and display manufacturing ecosystem. This program provides incentives for companies involved in semiconductor fabs, display fabs, compound semiconductors, semiconductor packaging (ATMP/OSAT), and design-linked initiatives.
Schemes
- Semiconductor Fabs: Offers fiscal support of up to 50% of project cost on pari-passu basis to the approved applicants.
- Display Fabs: Offers fiscal support of up to 50% of project cost on pari-passu basis to the approved applicants.
- Compound Semiconductor: Offers fiscal support of 50% of capital expenditure to Compound Semiconductors / Silicon Photonics / Sensors (including MEMS) Fabs and Semiconductor Packaging (ATMP / OSAT) units.
- Design Linked Incentive: Provide financial incentives and design infrastructure support at various stages of semiconductor design development and deployment over a period of 5 years.
Milestones & Projects
- Micron Technology - Establishing a semiconductor unit in Sanand, Gujarat, with an investment of ₹22,516 crores, creating thousands of direct and indirect jobs.
- Tata Electronics Pvt. Ltd - Developing India's first commercial fab facility in Dholera Special Investment Region and an OSAT facility in Morigaon, Assam with a total investment of over ₹91,000 crores.
- Tata Electronics Pvt. Ltd. OSAT facility - Setting up an OSAT facility in Sanand, Gujarat with a total investment of about Rs 27,000 crore.
- Kaynes Technology - Establishing an OSAT unit in Sanand, Gujarat, with an investment of ₹3,307 crores and a production capacity of 6 million chips per day.
