[edit]A Hurricane Watch was first issued for the coast of Texas at 21:00 UTC on September 21, from Port Mansfield, Texas to Cameron, Louisiana. A Tropical Storm Watch was also put in effect from Port Mansfield, Texas to Brownsville, Texas.[1]
