Who is this user?

I don't know if there is any point in explaining this but it might help moderators, so here goes:

This IP address belongs to a French school (Lycée Pierre d'Ailly in Compiègne). This is why there is so much vandalism.

Aside from banning the IP address from editing, I imagine there is not much that can be done to stop the vandalism.
