The establishment of KFDRI was initially based on the plan that was originated from Korea Rural Economic Institute(KREI) in September 1986. The plan about ‘the establishment of national food research institute’ was reported to the president, developed into 'the masterplan of KFDRI establishment', and finally sanctioned in August 19, 1987.

In November 5 1987, the council for KFDRI establishment was organised and prepared for the fundamental works such as articles of association, contribution, office location, designation of directors and auditors etc. Eventually, Korea Food Development Research Institute was established in December 31, 1987 as the only national research institute specialized in food.
