United Nations Security Council Resolution 1 was adopted without a vote on January 25, 1946. The Council called for the Military Staff Committee to meet for the first time in London on February 1, 1946.

The Committee, formed under Article 47 of the Charter of the United Nations, was to include the chiefs of staff from the military organizations of the Council's permanent members. Resolution 1 directed the Committee to convene and create proposals for its structure and procedures.[1]
