I understand that this is a Basque Country template, but it's true also that is a Biscay template, so the author and me both used the province's coat, as it's done in other basque provinces.
I'm basque, for the basques the provincial symbols are as important as the flag. The Biscayan coat features the oak of Gernika, an important symbol for the basques.
