I have carefully reviewed the notability guidelines, and I would like to argue that the citations provided easily establish the notability requirements:
Reference [2] is an article about one of Bubeck's recent works in the Quanta magazine. Undark Magazine described Quanta Magazine as "highly regarded for its masterful coverage of complex topics in science and math", as the wikipedia article points. This is a very well-known source in the community of mathematics, physics and computer science, and only very few researchers who manage to obtain substantial scientific breakthroughs are cited in this venue, let alone dedicated an entire article.
References [7], [12], [13] highlight awards received by Bubeck, all of which are highly prestigious. In particular the Sloan fellowship is known to be one of the most prestigious awards given to young scientists.
Due to Bubeck's recognition in the theoretical computer science machine learning communities, he was selected to chair several of the most important conferences in the area such as Neural Information Processing Systems and Conference on Learning Theory, and join the editorial board of the Journal of the ACM (this is arguably the most prestigious journal in the field of computer science, according to the wiki article, "computer scientists universally hold the Journal of the ACM in high esteem") - references [5],[6].
I would also like to note that wikipedia pages have been created for peers in the theoretical computer science and machine learning communities who have equivalent or lesser coverage in external sources. His achievements put him among the more notable researchers among the ones found in Category:Machine learning researchers (for example, his achievements favorably compare with 1, 2, 3)
