Notability

You put notability tag on the page recently.
I tried to check-list WP:NMUSIC here:
Musicians or ensembles (this category includes bands, singers, rappers, orchestras, DJs, musical theatre groups, instrumentalists, etc.) may be notable if they meet at least one of the following criteria.
1. Has been the subject of multiple, non-trivial, published works appearing in sources that are reliable, not self-published, and are independent of the musician or ensemble itself.

They had two indie vinyl releases in Canada (see article) and in France (https://archive.org/details/retsepti-underground-georgia). For Georgian band it's uncommon.
7. Has become one of the most prominent representatives of a notable style or the most prominent of the local scene of a city; note that the subject must still meet all ordinary Wikipedia standards, including verifiability.
There are Georgian and Russian sources, but I relied on foreign ones to ensure independence. They called the band "legendary" and "one of the most influential bands in the Georgian underground". If there is a Wikipedia-notable post-punk band from Georgia, it's Retsepti.
10. Has performed music for a work of media that is notable, such as a theme for a network television show, performance in a television show or notable film, inclusion on a notable compilation album.
The record label from Canada saw fit to reissue their music over a decade after their breakup.
If that still doesn't convince you, there are other facts and sources:
I. Georgian Wikipedia doesn't have a page about the band, but it has a page about the lead singer
But notability criteria are different for Georgian and English Wikipedia. In my opinion, here he is probably not enough notable as a person, but the band is.
