Blurred Face?

As far as I can see, the face is blurred in that image in the article because it is a cropped version of this image which, in turn, was extracted from this Philippine Information Agency (PIA) web page, and the PIA blurred the face there. I wondered about the copyright status of the image. I am no expert but, as I understand it, Section 176.1 of the Intellectual Property Code of the Philippines says that it is free of copyright for noncommercial use.
