I have removed the theory about him being from Washington D.C based on a quote comparing the murder rate there to that in Sunnydale. I think the quote about Washington D.C. can only be taken as a reference to the high crime rate, especially murders, that Washington experienced in the 90's earning it the nickname 'murder capital of America' See the Crime subsection of Washington D.C and as such not really indicative of his origins.
