Gender is not recognized on ID cards
[edit]As far as I know, gender cannot be changed in Costa Rica, but names can. Costa Rican ID cards (cédulas) stopped including the person's sex in May 2018, so it's not that it's recognized, but rather that the gender (or sex) is not shown at all.
