Contradictions

I am a bit confused reading this article as there seem to be some contradictions. Under “Industry” it says “Many times, especially in the setting of Japan's strict privacy laws, the jōhatsu are unable to be found.” Yet the same source is used earlier as a reference that of the 82’000 people vanished one year 80’000 were found, which is about 97.6%. So the overwhelming majority of the vanished people are found, no? Similarly, under “Prevalence” it does not make a lot of sense to me in that context to write that 100’000 people disappear annually, then continue to write that in 2015 it actually was 82’000 people, 80’000 of whom did not really disappear as they were found.
