"administered as a provincial town"
[edit]I asked for a citation here. The French wikipedia article (much briefer than ours) says something quite different, that Honiara constitutes the "Capital Territory" and is not a part of any province. I guess it's possible that whoever wrote "administered as a provincial town" meant to say what the French wiki says, but that's not the normal meaning of the English phrase "provincial town".
