[edit]My copies of the books which would answer this are in storage and the libraries have closed for the evening. Nonetheless, I'm pretty certain that the "18th District" referred to in the article was the district she represented as a constitutional convention delegate, which was strictly a one-time scheme and almost entirely unrelated to Alaska's legislative districts. The territorial legislature only had four districts for its entire existence, which were coterminous with the federal judicial districts and roughly the same as today's state judicial districts. Under statehood, Anchorage never had a legislative district higher than 15 until the early 1990s redistricting, in which the current scheme of strictly single-member districts was implemented for the first time.
