The CPSM which was the original HCPC had been set up under the (I think) Professions Supplementary to Medicine Act 1960. A solicitor by name of Mr Tapsfield had assisted in piloting this through Parliament and he then became the first registrar (or head) of the Council for Professions Supplementary to Medicine (CPSM).
