March 15 2018 Moving to article space but still under construction

I've been working on this in my sandbox / use space since March 2017. (breakneck pace!) I think that it's to the point of being readable and enough in it to confirm wp:notability per wp:gng and am moving it to article sapce on March 18, 2018.
