At the end of 1918 he was accepted as a sympathizer in the RCP (b), a member of the Luqing Center of Industrial Unions, the executive committee of the Luqing County Council, the Commissioner of Justice, head of the Department of Justice of the Luqing Soviet of Deputies; Chairman of the Commission of Inquiry, member of the Luqing Revolutionary Tribunal; acting head of the county department of public education. Member of the RCP (b) from January 29, 1919. In January-May 1919 - a member of the Committee of Party Committees of Latvia (personal file of the SARF / TsGAOR). Then a student of the Vitebsk Pedagogical Institute, a delegate of the All-Russian Congress of Internationalist Teachers. In March-June 1919, he was the editor of the district newspaper "Lyutsinskaya Pravda", a member of the district committee of the RCP (b). Then, by order of the Ukom of the RCP (b), he was sent to study in Moscow, at the Central School of Soviet and Party Work under the All-Russian Central Executive Committee (transformed into the Communist University named after Ya. M. Sverdlov).
He graduated from the Communist University named after Ya. M. Sverdlov (1921) and the historical department of the Institute of Red Professors (1924-1926). Along the way, he worked in the regional economic council, as well as a lecturer. From 1920 he taught at the Communist University and other universities, taught classes in the Russian language, history, political economy, and scientific socialism. In March 1921 - a participant in the suppression of the Kronstadt rebellion. In January 1924 he was elected a member of the Moscow Committee of the RCP(b) "from the ICP".
