Use of Primary Sources

@Oz346, what do you mean That is irrelevant when you readded the content. The cited report appears to be a primary source. Wikipedia:No original research states that primary sources should be used with care. You are adding content as if its fact based on the cited source. And yes, I think this would apply to any article.
