Mikheil Ukleba (Georgian: მიხეილ უკლება]; born April 15, 1953[citation needed]) is a Georgian diplomat and politician. He was the Minister of State Property of Georgia (1998–2001), until he transitioned to Ambassador-at-Large and became the Ambassador Extraordinary and Plenipotentiary of Georgia to the People's Republic of China (2004–2008), Ambassador Extraordinary and Plenipotentiary of Georgia to Bulgaria (2008–2008), Ambassador Extraordinary and Plenipotentiary of Georgia to Ukraine (2013–2017).
Biography

[edit]Ukleba entered the Georgian government in 1989. He served as a Senior Economist, Head of the Department of Foreign Affairs, and First Deputy Head of the Ministry of Foreign Affairs of Georgia. In 1996, Ukleba played a pivotal role in establishing communications that facilitated Georgia's integration into global trade networks, culminating in the country's accession to the World Trade Organization in 2000.[1]
In 1998, Ukleba became the Minister of State Property of Georgia, paving the foundation for state property development in the post-Soviet Republic of Georgia.[2]
2000s
[edit]In 2005, Ukleba was appointed Georgia's first Ambassador Extraordinary and Plenipotentiary to the People's Republic of China.[citation needed] During his tenure, he was instrumental in fostering diplomatic relations, promoting economic cooperation, and strengthening cultural ties between the two nations.[citation needed] His efforts laid the groundwork for enhanced bilateral partnerships, including trade agreements and cultural exchange programs that continue to shape the relationship between Georgia and China today.[citation needed]
In 2008, Ukleba was appointed as the Ambassador Extraordinary and Plenipotentiary of Georgia to Bulgaria. During his time in this role, he significantly advanced the diplomatic and economic ties between the two countries. In recognition of his outstanding contributions to strengthening Georgian-Bulgarian relations, he was honored with the Order of the Stara Planina, underscoring his dedication to fostering international collaboration and mutual understanding.[3]
2010s
[edit]In 2013, Ukleba served as Georgia's Ambassador Extraordinary and Plenipotentiary to Ukraine, serving until 2017. The period was marked by significant political and social upheaval during the Maidan Revolution. Throughout his tenure, he played a crucial role in maintaining strong diplomatic ties between Georgia and Ukraine, navigating the challenges of a dynamic and evolving political landscape, and supporting initiatives that reinforced bilateral cooperation and solidarity during a critical time in Ukraine's history.[4]
Since 2018, Ukleba has been serving at the Diplomatic Institute, where he imparts his extensive knowledge and experience to the next generation of Georgian diplomats. Through lectures, mentoring, and specialized training programs, he plays a vital role in shaping the country's future diplomatic corps, fostering their understanding of international relations, negotiation strategies, and the nuances of global diplomacy concerning Georgia.[5]
