Martin A. Kamarck (born May 15, 1949) is an American lawyer and finance executive who served as Chairman and President of the Export–Import Bank of the United States from 1996 to 1997.[1] He previously served as Vice Chairman of the Export–Import Bank of the United States from 1993 to 1996.[2][3] At Ex-Im Bank he held Top Secret - Code Word security clearances. From 1987 to 1993, he held various legal (Associate General Counsel, General Counsel) and executive (First Vice President, Co-Head of Structured Finance) positions with Financial Guaranty Insurance Company in New York City. He was a partner in the law firm of Morrison & Foerster from 1981 - 1986. Following his public service at Ex-Im Bank, Kamarck was President and Chief Operating Officer at AEW Capital Management in Boston, MA; President of Related Financial Services Companies in New York City; and President of Asset Guaranty Insurance Company (subsequently renamed Radian Asset Assurance following acquisition by Radian Group, Inc.) in New York City and executive chair of its operating subsidiaries in Bermuda and the U.K.; and co-founder and principal of Elanus Capital Management in New York City. Kamarck has served on the boards of several non-profit organizations. Currently, he is a trustee and past President of the Brewster [MA] Conservation Trust and trustee and Secretary of The Westchester [County NY] Parks Foundation. From 2017-2021, he was an independent director and chair of the Compensation Committee of Granite Point Mortgage Trust (NYSE:GPMT). Kamarck is a graduate of Haverford College (BA, 1971) and Stanford Law School (1975).
