Karol Mark Yee is a Filipino education policy expert and government official who currently serves as the executive director of the Second Congressional Commission on Education (EDCOM II) in the Philippines. He has held various leadership positions in Philippine education governance and policy-making bodies.

Early life and education

Karol Mark Yee earned his Bachelor of Arts degree in Broadcast Communication from the University of the Philippines Diliman. He later pursued a Master of Education in International Education Policy at the Harvard University Graduate School of Education as a Fulbright Graduate Student Program Scholar in 2015. Yee also completed his PhD in Education at the University of Cambridge, with a dissertation titled "Teacher Leadership in Public Schools in the Philippines." He was a scholar of the Jardine Foundation and the Cambridge Trust.[1][2]

Career

Commission on Higher Education (CHED)

Yee served as Executive Director of the Commission on Higher Education (CHED) until his resignation in February 2018, citing "relentless" threats during his tenure. His departure closely followed the resignation of CHED Chairperson Patricia Licuanan.[3]

In August 2019, the Office of the Ombudsman dismissed administrative and criminal complaints filed against former CHED officials, including Chairperson Licuanan, in relation to Yee’s tenure at CHED.[4][5]

EDCOM II executive director

As the current executive director of the Second Congressional Commission on Education (EDCOM II), Yee leads initiatives to assess, evaluate, and recommend reforms for the Philippine education sector.

In September 2024, Yee received endorsements to lead the Cabinet cluster on education. The Coordinating Council of Private Educational Associations of the Philippines (COCOPEA) supported his nomination as special assistant to the president for education.[6][7]

Academic work

Yee's research centers on education policy and teacher leadership within the Philippines. His doctoral dissertation at the University of Cambridge explored teacher leadership in Philippine public schools, offering insights into educational leadership within the developing world.[8]
