Erin D. Maxwell started working for the United States National Weather Service Norman, Oklahoma in 2002, nine years before this photo was published on the National Weather Service website, but three years after this photograph was taken. As such, it was not taken as part of a U.S. government employees' official duty, and copyright was established when the photograph was taken. It is unknown if Erin D. Maxwell surrendered the copyright of this photograph when it was released onto the National Weather Service website in August 2011.
