Hamid Nangialay Kabiri (born 1991 in Kabul, Afghanistan) is an Afghan diplomat, currently serving as the Consul General at the Afghan Consulate in Bonn, Germany. Kabiri has been involved in digital reforms focused on improving government operations and public service delivery.[1] [2]

[edit]Kabiri began his career at Afghanistan's Ministry of Foreign Affairs (MoFA), where he worked in various roles for four years. He was later promoted to Head of the Information and Technology Department, a position he held for three years. During this time, he was involved in the development of digital initiatives, including the Task Management System and the Online Contact List Hos DB, which aimed to improve e-governance and cybersecurity protocols.[4]
His work at the Ministry focused on implementing reforms to improve administrative management, increase citizen engagement, reduce corruption, and modernize the ministry's technological infrastructure. Additionally, his efforts in improving inter-agency connectivity were intended to support more efficient decision-making in foreign affairs.[2]
Afghan Consulate in Bonn
[edit]In March 2019, Kabiri was appointed Deputy Chief of Mission (DCM) at the Afghan Consulate in Bonn, Germany, and later assumed the role of Consul General. In these capacities, he has been involved in efforts to improve consular services, including the implementation of systems for issuing electronic identification cards (e-Tazkiras). These initiatives were designed to streamline service delivery and enhance the consulate's engagement with Afghan citizens in Germany.[3]
