History

[edit]FIM Limited was founded in 2007 and initially focused on providing financial and management services for healthcare infrastructure. The company’s first projects were with NHS Local Improvement Finance Trust (LIFT) companies, where they offered financial management support to four NHS LIFT SPVs[2]
In 2011, FIM expanded its services to the transportation sector, providing financial management for the Nottingham Express Transit system, a major UK tram network.
FIM furthered its involvement in infrastructure by providing services for Island Roads on the Isle of Wight, supporting the ongoing maintenance and upgrade of the island’s road network.
2013: ULiving@Hertfordshire
[edit]In 2013, FIM began providing financial and operational services to ULiving@Hertfordshire, a student accommodation project, assisting with the financial and operational management necessary for such a large-scale residential infrastructure project.
The company expanded into the motorway sector in 2014 by providing financial services for the improvement of major motorways in Scotland, specifically the M8, M73, and M74 routes.
2016: Limerick Tunnel
[edit]In 2016, FIM acted as the mezzanine debt agent[6] for the Limerick Tunnel, a major infrastructure project in Ireland. The role involved oversight of financial transactions related to debt financing for the tunnel’s ongoing operational requirements.
2017: Nottingham Express Transit (NET) Expansion
[edit]Following their work in 2011, FIM continued to support Nottingham Express Transit by providing services for the Phase 2 expansion of the tram network, adding 17.5 km of track.
2018–2019: NeuConnect Britain
[edit]Between 2018 and 2019, FIM provided financial services for NeuConnect Britain, a project connecting British and German energy grids through an undersea power cable.
FIM’s involvement in the education sector grew in 2020 when it began offering management and operational support for the Welsh Education Partnership Company (WEPCo), supporting infrastructure for educational facilities across Wales.
In 2021, FIM expanded its transportation portfolio by providing financial services for the A465 Heads of the Valleys project, a road infrastructure upgrade in Wales aimed at improving connectivity and reducing travel times.
2022: WEPCo SPV Flintshire and NCT

Chair of the Board; COO Portfolio Management, Human Capital, and Sustainability; Partner, Meridiam With extensive experience from VINCI Concessions and VINCI Highways, Fadi Selwan joined FIM’s board, where he oversees operations, portfolio management, and sustainability initiatives. An engineer by training, Fadi holds degrees from Ecole Nationale des Ponts et Chaussées in France and a Master of Science in Civil Engineering from MIT. His expertise is instrumental in guiding FIM’s infrastructure projects, especially in North and Latin America.
CEO, Fulcrum Infrastructure Group (FIG) Since joining Fulcrum in 2009, Sarah Beaumont-Smith has risen to CEO. She is dedicated to continuous improvement and oversees long-term infrastructure projects contributing to community development. Under her leadership, Fulcrum aims to enhance service quality for local populations around its projects.
CEO, Welsh Education Partnership (WEPCo) Christian Stanbury, CEO of WEPCo, manages project delivery and leads FIM's education-related projects.
