I guess he is either using open proxy or shares his account with others. The google result is also suspicious.[2] I wonder this should go to WP:SPI.--Caspian blue 20:26, 30 June 2009 (UTC)
{{notaproxy}} I'm going to go ahead and call this one not a proxy. While it does have open webserver ports, I could not leverage any of them into acting as a proxy. Google search does not indicate existence of a CGI proxy anywhere on the IP either. Q T C 21:31, 1 July 2009 (UTC)
