The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. Can you tell me why Victoria Alexandrina Windsor-Clive wasn't Honourable?

I get why Charlotte and Herbert never were: they died before the barony was called out in favour of their mother. But Victoria didn't; she lived until 1920.
