Here is the answer:

Hello,

Mr. Bummel forwarded your request to me. You are welcome to use the proposed design of a UNPA logo and flag on Wikipedia. Please credit me with the design.

Tony Fleming U.S. Coordinator Campaign for a United Nations Parliamentary Assembly

This may not be sufficient. I think in most cases, it's necessary to explicitly agree to license it under the GFDL (i.e. give permission for it to be used not only be Wikipedia but by anyone for any purpose consistent with the GFDL). However, I believe it is acceptable to put a restriction on it that you be credited. See also http://en.wikipedia.org/wiki/Wikipedia:Copyright_problems#Copyright_owners_who_submitted_their_own_work_to_Wikipedia . Thanks, Captain Zyrain 11:17, 2 October 2007 (UTC)[reply]
Would it be possible to get a larger (higher resolution) image? About 300-400 pixels should be adequate. Thanks, Captain Zyrain 12:20, 3 October 2007 (UTC)[reply]
I am the designer of the proposed UNPA logo/flag. I am happy to release it under the GFDL as long as credit is given to me for its design. Is this contradictory? What is the appropriate language for me to use to do this? There seems to be squabbles over versions, disclaimers, etc. Please leave a note for me on my User Talk page. Tfleming 14:18, 3 October 2007 (UTC)[reply]
Thank you for granting permission, I believe that satisfactorily indicates your intent. Yeah, Wikipedia has gotten pretty uptight over image copyright issues in the past few years. Captain Zyrain 14:46, 3 October 2007 (UTC)[reply]
That is a really awesome logo. Great creative work. Captain Zyrain 16:50, 3 October 2007 (UTC)[reply]
Thank you for your assistance and the compliment. Keep up the good work! Tfleming 02:41, 4 October 2007 (UTC)[reply]

Thanks for uploading Image:UWFlogo.jpg. You've indicated that the image is being used under a claim of fair use, but you have not provided an adequate explanation for why it meets Wikipedia's requirements for such images. In particular, for each page the image is used on, the image must have an explanation linking to that page which explains why it needs to be used on that page. Can you please check

  • That there is a non-free use rationale on the image's description page for each article the image is used in.
  • That every article it is used on is linked to from its description page.

This is an automated notice by FairuseBot. For assistance on the image use policy, see Wikipedia:Media copyright questions. --FairuseBot (talk) 02:20, 4 November 2008 (UTC)[reply]

Hello, Tonyfleming!

It was really helpful of you to you to upload File:General Olmsted with United World Federalists Florida Delegates (1952).jpeg. However, we need to properly format the image license information in order to keep and use new images.
