- Speedy deletion criterion T3 (duplication and hardcoded instances) has been repealed following a request for comment.
- You can now put pages on your watchlist for a limited period of time.
- By motion, standard discretionary sanctions have been temporarily authorized
for all pages relating to the Horn of Africa (defined as including Ethiopia, Somalia, Eritrea, Djibouti, and adjoining areas if involved in related disputes)
. The effectiveness of the discretionary sanctions can be evaluated on the request by any editor after March 1, 2021 (or sooner if for a good reason). - Following the 2020 Arbitration Committee elections, the following editors have been appointed to the Arbitration Committee: Barkeep49, BDD, Bradv, CaptainEek, L235, Maxim, Primefac.
- By motion, standard discretionary sanctions have been temporarily authorized

Defamation concerns
If I understand correctly, you're saying here that while discussing improvements to the 'pedia, I cannot continue to indicate that I believe that when wikipedia falsely claims, "debunked[:] the idea that SARS-CoV-2 leaked from the institute" wikipedia defames everyone who has argued that it may well have leaked from a Wuhan lab, especially when it directs readers to those arguments, especially when they are identified by name; they don't need to be quoted directly in the article. Is that the case? I have to accept it and can't argue about it? If so, I'm disgusted, and worried about the implications, but you're in charge, so I'll comply. Please provide a clear as possible a reply (Say yes or no if possible.). It seems like you didn't read that or missed it entirely, or perhaps you are under the impression that only people can be defamed, not organizations, but maybe not. - No, you cannot claim that we are defaming a class of people simply because they have a a difference of opinion. You fundamentally misunderstand what defamation is. Defamation is when we knowingly and willingly publish something that is false and harmful, monetarily, towards individuals or an organization. You are claiming that there is some nebulous class of people who believe that COVID leaked from a lab, and that we are somehow causing them harm by saying otherwise. That is preposterous. Do we defame flat earthers when we say they are wrong? No. A proper example of defamation is like if we claimed celebrity X is a murderer, when we know they aren't. Conflict of interest

- Supreme Deliciousness, I understand your concerns here. Now, I can't give the role to someone else. I could recuse, which would then just mean one less arb to work the case, and that happens from time to time. However, I disagree with your characterization of the situation. I am friendly with everyone, that is my nature. I have had very few interactions with valereee at all. We have never worked on an article together, nor have we done any admin action together. Valereee did ask my help on the Syrian Kurdistan case, but I did not give it because I was unwilling to get involved. Also, Valereee isn't even a party to the case, so the point seems moot. Sorry for being a pedant, but...
...in this edit, "hums" is a rather weird way of referring to the editor; their name is a pun on the Urdu word "humsafar", meaning "companion" (with a "4" substituted for the last syllable; hum-sa-four, see?), so it would have made quite a bit more sense (to my South Asian eyes, at least!) to just use the full name.

- Agree that while there’s a lot of crap on that page, it’s also the main venue of recourse to people flagged by many filters (not just this one). I’m not sure that it should be protected. At worst, and only if really necessary, 1112 should use a custom message that doesn’t link to the page. But generally it doesn’t take long to check the reports and just remove the unnecessary ones. Follow Up Question
Hi, a little while ago (1 Feb 2021) I posted a question on the Tea House titled "Help with images and copyright". You very kindly answered and offered to help. I have a follow up question.
- My initial question was: I had some photographs that I put in WikiMedia of artwork I have the copyright to but the photographs were taken by others.
- I wasn't sure if I should have posted their photographs so I put in a request in WikiMedia to delete them. They have been deleted.
- Since then I got permission to use the photographs.
- Should I contribute the photographs again or try to get them undeleted?

I think that was more of the fault of the participants who could not conduct themselves properly. Felt I need to say this
CaptainEek, I saw your comment at the case and that you was considering to ban me from the english wikipedia. I just want you to get the full picture before you make your final decision.
Yes, I was involved in an arb case 12 years ago. But what is important to take into consideration here was that it was me vs one disruptive sockpuppeteer and his sockpuppet, it was proven after the case that the first one controlled the other, and they were both indeffed for abusing multiple accounts: [1][2], I explained this here:[3]
I realize this isn't a good accuse for my own behavior at that point of time, but what is also important here is that this was 12 years ago and I had just gotten a Wikipedia account. I did not know the rules here and did not know how things worked. I did not know what "edit warring" was or how you was supposed to behave when contributing.
I went more then 9 years without a single block until Valereee recently blocked me 2 times in 1 month over Syrian Kurdistan. One of them was for discussing a source at a talkpage and the other one for saying that a user was cherry picking sources.

- GPinkerton, Folks shouldn't be misgendered here on-Wiki. We make no absolute policy against it, but generally its treated as a matter of civility and respect. But sometimes folks do need to be gently reminded. For better or worse, English is a gendered language, and assumes he/him as the default. On the internet, where there are almost no context clues, its even more likely for folks to assume he/him pronouns. You'll see my solution has been to put my pronouns on my userpage, but even then I am frequently misgendered and have had to remind folks about it. Interface administrator changes
- A request for comment is open that proposes a process for the community to revoke administrative permissions. This follows a 2019 RfC in favor of creating one such a policy.
- A request for comment is in progress to remove F7 (invalid fair-use claim) subcriterion a, which covers immediate deletion of non-free media with invalid fair-use tags.
- A request for comment seeks to grant page movers the
delete-redirect
userright, which allows moving a page over a single-revision redirect, regardless of that redirect's target. The full proposal is at Wikipedia:Page mover/delete-redirect. - A request for comment asks if sysops may
place the General sanctions/Coronavirus disease 2019 editnotice template on pages in scope that do not have page-specific sanctions
? - There is a discussion in progress concerning automatic protection of each day's featured article with Pending Changes protection.
- When blocking an IPv6 address with Twinkle, there is now a checkbox with the option to just block the /64 range. When doing so, you can still leave a block template on the initial, single IP address' talkpage.
- When protecting a page with Twinkle, you can now add a note if doing so was in response to a request at WP:RfPP, and even link to the specific revision.
- There have been a number of reported issues with Pending Changes. Most problems setting protection appear to have been resolved (phab:T273317) but other issues with autoaccepting edits persist (phab:T275322).
- By motion, the discretionary sanctions originally authorized under the GamerGate case are now authorized under a new Gender and sexuality case, with sanctions
authorized for all edits about, and all pages related to, any gender-related dispute or controversy and associated people.

WikiCup 2021 March newsletter
Round 1 of the competition has finished; it was a high-scoring round with 21 contestants scoring more than 100 points. Everyone with a positive score moves on to Round 2, with 55 contestants qualifying. You will need to finish among the top thirty-two contestants in Round 2 if you are to qualify for Round 3. Our top scorers in Round 1 were:
- Epicgenius led the field with a featured article, nine good articles and an assortment of other submissions, specialising on buildings and locations in New York, for a total of 945 points.
- Bloom6132 was close behind with 896 points, largely gained from 71 "In the news" items, mostly recent deaths.
- ImaginesTigers, who has been editing Wikipedia for less than a year, was in third place with 711 points, much helped by bringing League of Legends to featured article status, exemplifying how bonus points can boost a contestant's score.
- Amakuru came next with 708 points, Kigali being another featured article that scored maximum bonus points.
- Ktin, new to the WikiCup, was in fifth place with 523 points, garnered from 15 DYKs and 34 "In the news" items.
- The Rambling Man scored 511 points, many from featured article candidate reviews and from football related DYKs.
- Gog the Mild, last year's runner-up, came next with 498 points, from a featured article and numerous featured article candidate reviews.
- Hog Farm, at 452, scored for a featured article, four good articles and a number of reviews.
- Le Panini, another newcomer to the WikiCup, scored 438 for a featured article and three good articles.
- Lee Vilenski, last year's champion, scored 332 points, from a featured article and various other sport-related topics.
These contestants, like all the others, now have to start again from scratch. In Round 1, contestants achieved eight featured articles, three featured lists and one featured picture, as well as around two hundred DYKs and twenty-seven ITNs. They completed 97 good article reviews, nearly double the 52 good articles they claimed. Contestants also claimed for 135 featured article and featured list candidate reviews. There is no longer a requirement to mention your WikiCup participation when undertaking these reviews.
Remember that any content promoted after the end of Round 1 but before the start of Round 2 can be claimed in Round 2. Invitations for collaborative writing efforts or any other discussion of potentially interesting work is always welcome on the WikiCup talk page. Remember, if two or more WikiCup competitors have done significant work on an article, all can claim points. If you are concerned that your nomination—whether it is a good article candidate, a featured process, or something else—will not receive the necessary reviews, please list it on Wikipedia:WikiCup/Reviews.

Greetings. In no way am I hurrying your completion of the moderation process for the article. All I ask, is if you'd consider correcting one crucially misleading use of language in the introduction; where the article states "and to restrict" as if to suggest there are additional restrictions beyond preventing internal trade barriers (by principles of non-discrimination and mutual recognition). The editor with by far the most reverts to this precise text finally conceded this fact on the talk page.
The article is overtly critical throughout but I, like others, have resigned myself to the fact no-one has the free time to have a never ending war of attrition of wikipedia policy bingo, fighting disingenuous arguments in an attempt to balance an article detailing legislation... but if we could just have the article not begin on a misleading premise, that's +1 for wikipedia being informative rather than a political tool. 146.198.108.170 (talk) 21:58, 3 March 2021 (UTC)

Regarding this edit: as unsolicited advice, please feel free to ignore the following, particularly if you're already aware of it. You responded to a comment that started with *:

. The first comment nested a second-level unbulleted list item within an existing first-level bulleted list item. Changing the first character to :
changed the first-level list to an unbulleted one, and nested two more unbulleted list items below it. This causes screen readers to announce the closing of two list levels and the opening of three new list levels.
To avoid this additional overhead for those using screen readers, and to prevent (under some circustances, depending on the surrounding wikitext) a more verbose output for those using the visual diff option, you can follow the conventions described at Wikipedia:Manual of Style/Accessibility § Lists. RexxS has a essay, Wikipedia:Colons and asterisks, and I have my own, User:Isaacl/On wikitext list markup, that also cover this. In a nutshell: use the same prefix as the comment to which you're replying, and then add the character of your choice to it. In this case, that would mean using *::

Not sure what the rules are on this one. Are the requests to proxy edit Nightingale College on the talk page of Infinitepeace (talk · contribs · deleted contribs · logs · filter log · block user · block log) allowed? WP:PROXYING says that "Wikipedians are not permitted to post or edit material at the direction of a banned or blocked editor" but I couldn't find a policy that says that a banned or blocked editor cannot ask others to edit material at their direction. --Guy Macon (talk) 05:00, 29 March 2021 (UTC)

Question
Would you unblock one of my IPs that was blocked for an unproven reason? I didn't even know it was blocked until the admin who did it said something, nor was the refresh intentional, I have limited ability over what my router does. When I asked them to give evidence, I was reverted given no explanation, then they closed a discussion I opened doubling down on their false accusations. - Levivich, I think the ordering of sections in bird articles needs firm standardization. An excellent example exists at WP:BIRD and can be seen in my FA's (at least, in my opinion). The same for plant articles too. I think by allowing non-standard headers we create a poor quality encyclopedia, and make it harder for readers to find info. If I had it my way, I think I would change every bird article to follow a standard section layout as close as possible. Though thankfully, bird articles tend to be not controversial, they are a relaxing place to work. I've never had a disagreement with another bird editor. Much less stressful than politics or anything in the culture wars...I highly recommend all editors have a "calm area" to work in. A sort of encyclopedic paradise, so to speak. I also find ship articles are usually not controversial. So: Try CaptainEek's "calm area" editing technique today! Call now and receive one "get out of ANI free" card! - Oh I'm so with you on calm areas. In fact, recently, after a healthy dose of drama, I retreated all the way to my sandbox (where no one can revert me!) and started working on little side projects. - As per the Manual of Style for the capitalization of names of living things:
Lower-case initial letters are used for each part of the English (common, vernacular) names of species, genera, families and all other taxonomic levels (bacteria, zebra, bottlenose dolphin, mountain maple, bald eagle), except where they contain a proper name (Przewalski's horse, Amur tiger, Roosevelt elk), or when such a name starts a sentence (Black bears eat white suckers and blueberries).

- Birds are the only organisms that have official names. For several years there was a standoff between ornithological editors and MOS people and others. Eventually things came to a head in 2014. WikiCup 2021 May newsletter
The second round of the 2021 WikiCup has now finished; it was a high-scoring round and contestants needed 61 points to advance to Round 3. There were some impressive efforts in the round, with the top eight contestants all scoring more than 400 points. A large number of the points came from the 12 featured articles and the 110 good articles achieved in total by contestants, as well as the 216 good article reviews they performed; the GAN backlog drive and the stay-at-home imperative during the COVID-19 pandemic may have been partially responsible for these impressive figures.
Our top scorers in Round 2 were:
- The Rambling Man, with 2963 points from three featured articles, 20 featured article reviews, 37 good articles, 73 good article reviews, as well as 22 DYKs.
- Epicgenius, with 1718 points from one featured article, 29 good articles, 16 DYKs and plenty of bonus points.

Harassment from returning banned user
Hi, in regard to this [10] discussion on 15 April I suspected the IP would be back. You said if he returned you would extend the block. You can see from his recent IP edit it the same person [11]
The IP traces to the same geographical area and is making the same personal attacks [12]. This user was indefinite blocked in the past [13] but now uses IPs every month. He stalks my account and if I use a talk-page to leave a comment he shows up. It's a bit sad really but not much can be done about it but I believe the block should be extended on that IP. - @Sylvester Jay: Huh, that's a strange effect. Bolding in WikiMarkup is usually done with three apostrophes on either side...? Again, in the future I suggest drafting in Wikipedia. - Wikimedia previously used the IRC network Freenode. However, due to changes over who controlled the network with reports of a forceful takeover by several ex-staff members, the Wikimedia IRC Group Contacts decided to move to the new Libera Chat network. It has been reported that Wikimedia related channels on Freenode have been forcibly taken over if they pointed members to Libera. There is a migration guide and Wikimedia discussions about this.
- After a Clarification request, the Arbitration Committee modified Remedy 5 of the Antisemitism in Poland case. This means sourcing expectations are a discretionary sanction instead of being present on all articles. It also details using the talk page or the Reliable Sources Noticeboard to discuss disputed sources.
Regarding Pahonia's case
Hello, thanks for your opinion at Wikipedia:Arbitration/Requests/Case#Pahonia. I provided arguments here: User talk:RandomCanadian#Regarding Pahonia's case why RfC would not solve this dispute because this article is mostly supported by users with nationalistic anti-Lithuanian POV. This report: Wikipedia:Administrators' noticeboard/Archive332#Nationalistic vandalism, pushing of the Belarusian propaganda to the article of Pahonia proved that they will rather try to prove that black is white instead of simply admitting that white is white. Their only aim is to attempt to create misunderstanding in a simple problem. The case is simple: some nationalists attempts to prove that their language is superior, and this way violates WP:NPOV. This dispute should be solved by neutral arbiters with limiting of words in statements because otherwise neutral users will once again "drown" in the war of random arguments. I included these three clear quotes from Britannica for a reason. If a similar procedure is offered by Wikipedia:Arbitration/Requests/Enforcement, then maybe it should be moved there. Scope of ARBPIA
Sorry for bothering you, I'm new to a lot of these policy issues and am a little confused by how to do things. We're having a dispute over the scope of WP:ARBPIA on Talk:Ilhan Omar and can't seem to come to consensus. How would we get clarification on that? Would we open a full Arbcom request for this relatively small question? Would we ask any uninvolved administrator (perhaps you) give an opinion? I'm just not sure what the proper route is. The editor who started that discussion you shut down is back at it, trying to litigate out the claims that the CS has been debunked. They've been circumspect about some of it, but over the course of the discussion, has come down to arguing directly in favor of the claims of the CS. The third round of the 2021 WikiCup has now come to an end. Each of the sixteen contestants who made it into the fourth round had at least 294 points, and our top six scorers all had over 600 points. They were:
- The Rambling Man, with 1825 points from 3 featured articles, 44 featured article reviews, 14 good articles, 30 good article reviews and 10 DYKs. In addition, he completed a 34-article good topic on the EFL Championship play-offs.

- Bloom6132, with 869 points from 11 DYKs, all with bonus points, and 54 "In the news" items, mostly covering people who had recently died.
- Gog the Mild, with 817 points from 3 featured articles on historic battles in Europe, 5 featured article reviews and 3 good articles.
- Hog Farm, with 659 points from 2 featured articles and 2 good articles on American Civil War battles, 18 featured article reviews, 2 good articles, 6 good article reviews and 4 DYKs.
- BennyOnTheLoose, a snooker specialist and new to the Cup, with 647 points from a featured article, 2 featured article reviews, 6 good articles, 6 good article reviews and 3 DYKs.
In round three, contestants achieved 19 featured articles, 7 featured lists, 106 featured article reviews, 72 good articles, 1 good topic, 62 good article reviews, 165 DYKs and 96 ITN items. We enter the fourth round with scores reset to zero; any content promoted after the end of round 3 but before the start of round 4 can be claimed in round 4. Please also remember that you must claim your points within 14 days of "earning" them (one contestant in round 3 lost out because of this). When doing GARs, please make sure that you check that all the GA criteria are fully met.

- Consensus has been reached to delete all books in the book namespace. There was rough consensus that the deleted books should still be available on request at WP:REFUND even after the namespace is removed.
- An RfC is open to discuss the next steps following a trial which automatically applied pending changes to TFAs.
- IP addresses of unregistered users are to be hidden from everyone. There is a rough draft of how IP addresses may be shown to users who need to see them. This currently details allowing administrators, checkusers, stewards and those with a new usergroup to view the full IP address of unregistered users. Editors with at least 500 edits and an account over a year old will be able to see all but the end of the IP address in the proposal. The ability to see the IP addresses hidden behind the mask would be dependent on agreeing to not share the parts of the IP address they can see with those who do not have access to the same information. Accessing part of or the full IP address of a masked editor would also be logged. Comments on the draft are being welcomed at the talk page.
- The community authorised COVID-19 general sanctions have been superseded by the COVID-19 discretionary sanctions following a motion at a case request. Alerts given and sanctions placed under the community authorised general sanctions are now considered alerts for and sanctions under the new discretionary sanctions.

JustANameInUse back on IPs
Hi, per the discussion on your talk-page a while back [16] and the consensus at the admin board [17], [18] JustANameInUse a banned user who was using many IPs to harass editors as "vegan activists" was blocked. This users IP range was blocked for several months but his block has expired and he is now back on 93.141.108.249 [19] and probably others. You topic-blocked Richardcheese2?
I believe he's editing Richard Cheese again as an IP. I wouldn't have a problem with that except the IP is restoring unsourced additions by Richardcheese2 that I've just removed. Four questions: (1) Am I in WP:AGF trouble for even saying this? (2) If not, can IP=user be confirmed, and who can do that? (I believe not; regular IP edits of that article from Charter Communications IPv6 addresses that geolocate to Van Nuys/Encino, but usually only 1-2 edits per address.) (3) In 3 successive edits I reverted >3 successive reverts by the current IP. (Two of them reverted 2+ successive edits.) Did I violate WP:3RR, or no? - I think the disruption has actually overall gone slightly down in the last week or so. We've seen a lot worse at Ivermectin and Bret Weinstein, because this is where the tabloid press/tv news pundits were most vocal! There were some disruptions at GoFR, but after ArbCom helpfully answered my clarification request, and ToBeFree semi-protected it, that's mostly been taken care of.
- Even so, I do fear that this newest ArbE will result in a resurgence of disruption, which is what happened after the last ArbE where User:Normchou was TBAN'd [22]. We saw a huge increase in disruptive editing, and provoking/grandstanding on all sides. I proposed the Normchou ArbE, and I felt like I was walking on eggshells! Some users tried to ArbE me, unsuccessfully about a week later [23]. Anyway, suffice to say, it has gotten pretty heated :) More admin/Arbcom eyes are always appreciated. CaptainEek, please note that I didn’t participate in the WP:AE against Shibbolethink, because as I said here [24], I think he is a good editor. The only problem is that - as I will explain in my AE Statement - he tends to mix his own personal opinions with expert opinions quoted in reliable sources, and sometimes even counter them, without finding a source to back it up. This is our main disagreement, and apparently I’ve upset him for being a WP:RANDY, so I am trying to get him to provide the difs of the personal attacks I have been accused of, so that we can deal with that and any other conduct issues separately to the content dispute.
