The IP address that you are currently using has been blocked because it is believed to be an open or anonymizing proxy, such as a VPN service. To prevent abuse, these proxies may be blocked from editing Wikipedia.

If you are using an open proxy or VPN service, you will need to disable it or turn it off in order to edit Wikipedia.

If you believe you are not using an anonymizing proxy, the most likely cause is that another customer using your IP address who was previously assigned this IP address was running an open proxy. You may appeal this block by adding the following text on your talk page: {{unblock|reason=Caught by an open proxy block but this host or IP is not an open proxy. My IP address is _______. Place any further information here. ~~~~}}. You must fill in the blank with your IP address for this block to be investigated. Your IP address can be determined here. Alternatively, if you wish to keep your IP address private you can use the Unblock Ticket Request System.

More rarely, your network equipment or that of your service provider may be misconfigured or compromised by malicious software (such as a virus). For more information, see the WikiProject Open Proxies.

Administrators: The IP block exemption user right should only be applied to allow users to edit using an open or anonymizing proxies in exceptional circumstances, and they should usually be directed to the functionaries team via email. If you intend to give the IPBE user right, a CheckUser needs to take a look at the account. This can be requested most easily at SPI Quick Checkuser Requests. Unblocking an IP or IP range with this template is highly discouraged without at least contacting the blocking administrator.

Block message:

Autoblocked because your IP address was recently used by "WumpusTheDyno". The reason given for WumpusTheDyno's block is: "Vandalism-only account".

Decline reason: This IP address is running a proxy so is now directly blocked. You will need to disable your use of the proxy if you wish to edit. Yamla (talk) 18:33, 20 September 2018 (UTC)[reply]

Yep, this is the BISV IP address. It wasn't me doing this vandalism however. I could log in to my own (constructive) account, but I'm not sure how safe the Internet connection is and I don't want my account to get hacked. If you really want to know my account so I can prove I wasn't the vandal, I can tell you, but I'm just worried about someone finding my real-life location. 38.142.24.194 (talk) 17:11, 20 September 2018 (UTC)[reply]

@Yamla: @Dlohcierekim: Odd that it seems to be an open proxy. I'm not sure how to prove it, but I know this is my school's IP address. Can a school Internet connection normally be a proxy? I'm a bit worried. Pinging Yamla, who said it was a proxy, and Dlohcierekim, whose block of the vandalism account resulted in the original autoblock. 38.142.24.194 (talk) 19:18, 20 September 2018 (UTC)[reply]

Best advice is if you have an account and you are able to log in you should do so. We've no idea who is using this IP or who will use it. Sounds like autoblock is doing its job. And anyone can claim to have an account that is someone else's. You should consider 2 factor authentication and enable email on your account and create a SHA hash committed identification to help you retain control if you are hacked. I would not connect wirelessly in a school/library environment. Hardwired connections should be fine.-- Dlohcierekim (talk) 19:37, 20 September 2018 (UTC)[reply]
So it should be safe for me to log in? 38.142.24.194 (talk) 19:38, 20 September 2018 (UTC)[reply]
If a proxy is involved, God only knows what's going on-- literally. You must disable the proxy--talk to IT, maybe. You may only be able to login form elsewhere.-- Dlohcierekim (talk) 19:40, 20 September 2018 (UTC)[reply]
Well, I guess I can wait. I am in school after all. Thanks for the advice! 38.142.24.194 (talk) 19:43, 20 September 2018 (UTC)[reply]
Sorry, I cannot help you. It should be safe to login, if the proxy block does not stop you. I think it probably would.-- Dlohcierekim (talk) 19:44, 20 September 2018 (UTC)[reply]
It's not unusual for schools to proxy all connections, so this may be what you are seeing here. It may also be that you yourself are not using a proxy, but the school is hosting one. The evidence here is at ipqualityscore, which shows a proxy is detected. --Yamla (talk) 22:33, 20 September 2018 (UTC)[reply]
Perhaps. But I know there are plenty of school IPs found on Wikipedia that aren't blocked as proxies. I've even edited before on this IP without anyone detecting a proxy. 38.142.24.194 (talk) 22:40, 20 September 2018 (UTC)[reply]
This user's unblock request has been reviewed by an administrator, who declined the request. Other administrators may also review this block, but should not override the decision without good reason (see the blocking policy).

Request reason:

I checked the site you were using https://www.ipqualityscore.com/free-ip-lookup-proxy-vpn-test/lookup/38.142.24.194, and it showed that this IP address does not seem to be a proxy now. You can check for yourself. I checked a few other sites and none of them showed this was a proxy either. 38.142.24.194 (talk) 21:11, 8 November 2018 (UTC)[reply]

Decline reason:

Still owned by Cogent / Psinet: Whois.

Still a valid block. SQLQuery me! 05:23, 9 November 2018 (UTC)[reply]

If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.
