How to not write about yourself or your company (if you really want an article)

- The traditional way (assuming there's at least 50% of draft happening) is to request a new article.
- But it
- does not allow adding one request into multiple topic categories easily, and
- is a royal pain to manage or sort by relevance.
This results in the AfC queue being spammed, and WP:RA being a mess that is difficult to use.
I think the typical flow is 'try to use WP:WIZ, click through the 'next' buttons without paying much attention to what it says'.
Solution requirements
- Allows a submitter to add new article creation request with title + source urls + topic tags
- Allows a contributor to specify relevance level
- Easy review of submissions to weed out spam
