Since 1999 Kosovo has no longer been part of Serbia. Two years ago the Kosovo parliment voted 100% to be independent. While a political article (eg [[[Politics of Kosovo]]) should mention that Serbia maintains a historical claim to Kosovo, I don't see why a article purely about geography should not be updated.
It's because we have to give countries. Kosovo is a sensitive issue, we can generally present it a sovereign territory but with caution. That is why we add the note.
